Some Club Penguin EPF Agents Not Receiving Messages!

I was logging on to Club Penguin when I noticed I still haven't received the message from Gary. Check out my Spy Phone:

In order to get the message you need to finish all of the System Defender levels. If you finished the whole System Defender levels you probably received the message. But I finished all of the levels, yet not receiving a single message! This is really weird!
